Abstract
Çalışmanın amacı; kamu kesimi, yerel yönetim ve sivil toplum kuruluşları gibi çeşitli aktörleri kapsayan yönetişim kavramının, kent konseyleri uygulamalarına olan yansımalarını araştırmak, kent konseylerinin uygulamalarını, sorunlarını incelemek, çözüm önerileri getirmek ve Şanlıurfa Kent Konseyi’nin çalışmalarını anlamak, açıklamak ve betimlemektir.Bu bağlamda çalışmanın temel sorunsalı; Şanlıurfa örneği ile kent konseyinin amaç, işlev ve önemini ortaya koyarak, uygulama noktasında tanınırlığının tespit edilmesi, meclisler, etkinlikler ve faaliyetler bağlamında Şanlıurfa kent konseyin hemşehrilik bilincinin oluşumuna olan katkısını araştırmaktır. Bu sorunsal üzerinden yapılan çalışma kapsamında ilk olarak, yönetişim kavramı, amaç, özellikleri ve ilkeleri açıklanmıştır. Ardından genel olarak kent konseyleri ile ilgili kavramsal çerçeveye ortaya konulup, daha sonra Şanlıurfa kent konseyi mevzuatı ve meclislerin uygulamaları irdelenmiştir. Çalışmanın son bölümünde, hemşehrilik bilinci ve kent kültürünün yerleşmesinde Şanlıufa Kent Konseyi'nin işlevleri incelenerek elde edilen bulgular ışığında öneriler geliştirilmiştir.Araştırmadan elde edilen bulgulara göre Şanlıurfa Kent Konseyi hemşehri bilincini dikkate alan bir düşünce ile Şanlıurfa potansiyelini harekete geçirmeyi amaçlayan çok aktörlü ve katılımcı bir bakış açısına sahiptir. Diğer taraftan özellikle yapılan etkinlik ve faaliyetler gözden geçirildiğinde kent konseyi oluşumunun geniş halk kitleleri tarafından tanınırlığı ve bilinirliği noktasında eksiklikler olduğu sonucuna ulaşılmıştır. Bu çalışmada yöntem olarak Şanlıurfa Kent Konseyi resmi web sitesi taranmış ve yönetişim ilkeleri bağlamında 5393 Sayılı Belediye Kanunun 76.Maddesine dayanarak oluşturulan Şanlıurfa kent konseyi yönetmeliği incelenmiştir. Çalışmanın amacı doğrultusunda yapılan diğer araştırmalar ve mevzuatta yer alan düzenlemeler irdelenmiştir.

Abstract
The purpose of the study; The aim of the study is to investigate the reflections of the concept of governance, which includes various actors such as the public sector, local government and non-governmental organizations, on the practices of city councils, to examine the practices and problems of city councils, to propose solutions and to understand, explain and describe the work of Şanlıurfa City Council. In this context, the main problematic of the study is; By revealing the purpose, function and importance of the city council with the example of Şanlıurfa, determining its recognition at the point of application, and investigating the contribution of Şanlıurfa city council to the formation of citizenship awareness in the context of assemblies, events and activities. Within the scope of the study conducted on this problematic, firstly, the concept of governance, its purpose, features and principles are explained. Then, the conceptual framework regarding city councils in general is presented, and then the Şanlıurfa city council legislation and the practices of the councils are examined. In the last part of the study, the functions of Şanlıufa City Council in establishing citizenship awareness and urban culture, and the findings and suggestions obtained in ensuring the recognition of the council were developed. According to the findings obtained from the research, Şanlıurfa City Council has a multi-actor and participatory perspective that aims to activate the potential of Şanlıurfa with an idea that takes into account the consciousness of its citizens. On the other hand, when the activities and activities carried out were reviewed, it was concluded that there were deficiencies in the recognition and recognition of the city council formation by the broad masses of people. In this study, the legislation was scanned as a method and the Şanlıurfa city council regulation, which was created based on Article 76 of the Municipality Law No. 5393, was examined in the context of governance principles. Other research conducted in line with the purpose of the study and the regulations in the legislation were examined.
