Abstract
Yapılan bu çalışmaya genel olarak bakıldığı zaman; Osmanlı'nın son dönemlerinden başlayarak Cumhuriyetin ilanı ile farklı bir boyuta geçen ‘’Göç’’ kavramının Avrupa Birliği ile olan göç politikası ilişkilerine kadar olan süreci ve uygulanan politikaları ele alınmaktadır. İlk olarak yapılan çalışma Osmanlı'nın son dönemi ile birlikte Cumhuriyetin ilanından sonra yapılan göçlerin sonucunda uygulanan politikanın tanımlanması ve dönemsel olarak ayrılması yapılmıştır. Tanımlama ve dönemsel ayrılmalar sonrasında, Türkiye'nin göç sürecinin zaman içerisinde yaşadığı durumlar anlatılmış ve iki döneme ayrılmıştır. İlk dönem göç politikası ulusal düzeyde olmuştur. İkinci dönemde ise küresel etkiler kendini göstermiştir. İlgili dönemler ile alakalı çalışmalar yapılmış ve rakamsal veriler paylaşılmıştır. Son olarak bakıldığında ise Türkiye’nin kurulduğu zamandan itibaren izlediği göç siyaseti, yapmış olduğu kanunlar ve yönetmelikler incelenmiştir. Türkiye’nin kurumsal yapıyı kullanarak kontrol etmeye çalıştığı göç politikasının etkisi gözlemlenmiştir. İlgili çalışma betimsel yollarla ve literatüre bağlı süreç incelemesi ile oluşturulmuştur.

Abstract
When this study is examined, Starting from the last periods of the Ottoman Empire, the process of the concept of "migration", which took a different dimension with the proclamation of the Republic, to the immigration policy relations with the European Union, and the applied policies are discussed. The first study was to define the policy applied as a result of the migrations made after the proclamation of the Republic of Turkey, with the last period of the Ottoman Empire, and to separate them periodically. After the definition and periodic separations, the situations that Turkey's migration process has experienced over time are explained and divided into two periods. The first period of immigration policy was at the national level. In the second period, the global effects were evident. Studies related to the relevant periods have been made and numerical data have been shared. Finally, the immigration policy that Turkey has followed since its establishment, the laws and regulations that it has made are examined. The effect of the immigration policy that Turkey tries to control using the institutional structure has been observed. The related study was created with descriptive methods and a process analysis based on the literature.
