Abstract
Okul müdürlerinin, idari ve öğretimle ilgili birçok sorumluluğu vardır. Okullarının başarılı ve etkili olabilmesi bu sorumluluklarını yerine getirirken karşılarına çıkan problemleri çözebilme becerileriyle yakından ilgilidir. Yönetimin vazgeçilmez bir parçası olan bürokratik yapı, okul yönetimi sürecinde bütün okulu etkileyen sorunlara neden olabilmektedir. Okul müdürlerinin karşılarına çıkan bürokratik problemlerin neler olduğu, problemlerin etkileri ve okul müdürlerinin bu problemleri nasıl çözdüğü, yönetim sorunlarının giderilmesinde ve okulların başarısını arttırmak açısından önemlidir
Bu çalışmada, okul müdürlerinin görev süreleri boyunca karşılaştıkları bürokratik problemlerin neler olduğu ve bu problemlerle baş etme yöntemlerinin belirlenmesi amaçlanmıştır. Nitel araştırma yöntemlerinden fenomenoloji deseniyle tasarlanan bu çalışma, İzmir İli Karabağlar ilçesi ilkokullarında görev yapan ve araştırmaya gönüllü olarak katılan 20 okul müdürüyle gerçekleştirilmiştir. Araştırmanın çalışma gurubu amaçlı örnekleme yöntemiyle belirlenmiştir. Araştırma verileri araştırmacının geliştirdiği açık uçlu soruların bulunduğu yarı-yapılandırılmış görüşme formuyla toplanmıştır. Elde edilen veriler betimsel analiz ile değerlendirilerek yorumlanmıştır.
Araştırma sonuçlarına göre okul müdürlerinin karşılaştıkları bürokratik problemlerin başında gereksiz bürokratik işlem ve yazışmaların fazlalığının geldiği belirlenmiştir. Ayrıca, okul müdürleri, bürokratik problemleri en çok üst yönetimle ve diğer kumu kuruluşlarıyla yaşadıklarını, karşılaştıkları bürokratik problemleri çözmek için en çok üst makamlarla görüştüklerini, yaşadıkları bürokratik problemlerin okul müdürlerinin motivasyonlarını olumsuz etkilediğini, bu problemlerin kurumlarına olumsuz olarak yansıyarak işlemlerde aksaklıklara ve gecikmelere neden olduğunu ifade etmişlerdir.

Abstract
School principals have many administrative and teaching responsibilities. The success and effectiveness of their schools is closely related to their ability to solve the problems they encounter while fulfilling these responsibilities. The bureaucratic structure, which is an indispensable part of the administration, can cause problems that affect the whole school in the school administration process. What are the bureaucratic problems that the school principals face, the effects of the problems and how the school principals solve these problems are important in eliminating the management problems and increasing the success of the schools.
In this study, it is aimed to determine the bureaucratic problems faced by school principals during their tenure and the methods of coping with these problems. This study, which was designed with a phenomenology pattern, which is one of the qualitative research methods, was carried out with 20 school principals working in the primary schools of Karabağlar district of İzmir and voluntarily participated in the research. The study group of the research was determined by purposive sampling method. Research data were collected through a semi-structured interview form with open-ended questions developed by the researcher. The data obtained were evaluated and interpreted with descriptive analysis.
According to the results of the research, it has been determined that unnecessary bureaucratic procedures and excess correspondence are at the top of the bureaucratic problems faced by school principals. In addition, school principals stated that they mostly experience bureaucratic problems with the senior management and other institutions, they mostly meet with the higher authorities to solve the bureaucratic problems they encounter, that the bureaucratic problems they experience negatively affect the motivation of school principals, and that these problems reflect negatively on their institutions and cause disruptions and delays in transactions. they have done.
