Abstract
Fransız Devrimi’ne kadar Fransa’da monarşi, din ve feodalite üçgeninde oluşan bir meşruiyet algısı bulunmaktaydı. Ancak Fransız Devrimi bu algıyı farklı bir noktaya taşımış, bu meşruiyet ögelerini ortadan kaldırmış ya da köklü bir şekilde değiştirmiştir.
Meşruiyet algısının değişimiyle siyasal rejimler de değişmiş, Fransız Devrimi’ne kadar mutlak monarşi rejimiyle yönetilen Fransa’da meşruti monarşi, iki defa imparatorluk, monarşinin restorasyonu ve beş defa cumhuriyet rejimi kurulmuştur. Bu siyasal rejim denemeleri pek çok defa darbeler ve devrimler getirmiş, Fransa’nın siyasal hayatı çoğunlukla istikrarsız bir çizgi izlemiştir. Her bir siyasal rejimin anlayışı ve değerleri farklı olmuş, bu da siyasal meşruiyet ölçütlerinin her kurulan rejimde değişmesini beraberinde getirmiştir. Bu bakımdan Fransa’da siyasal meşruiyet ölçütleri Fransız Devrimi öncesinde ve sonrasında keskin bir değişim geçirmesine rağmen, imparatorluk ve monarşinin restorasyonu dönemlerinde eski ve yeni siyasal meşruiyet kriterleri bir arada var olmuştur. Cumhuriyet dönemlerinde ise eski meşruiyet sembolleri olan monarşi, din ve feodalite ortadan kaldırılmaya, yeni meşruiyet kriterleri yerleştirilmeye çalışılmıştır. Pek çok siyasal rejim denemesi geçiren Fransa’da üçüncü cumhuriyet dönemi ile birlikte cumhuriyet rejimi yerleşmiş, eski meşruiyet kriterlerinin önemi kaybolmuştur.
Bu çalışmada, ilk olarak Fransız Devrimi öncesinde var olan meşruiyet kriterleri incelenecek, Fransız Devrimi ile bu kriterlerde meydana gelen değişimler ve oluşan yeni meşruiyet kriterleri ele alınacaktır. Devrim sonrası Fransa’da meydana gelen siyasal rejim değişimleri incelenerek meşruiyet algısının her siyasal rejim ile birlikte nasıl bir dönüşüm geçirdiği, eski ve yeni meşruiyet kriterlerine göre siyasal rejimlerin hangi konumda bulundukları araştırılacaktır.

Abstract
France had a perception of legitimacy based on a triangle of monarchy, religion, and feudality before the French Revolution. However, the French Revolution had shifted this perception to a different point, abolished these elements of legitimacy, or changed them dramatically.
With the transformation of the perception of legitimacy, political regimes changed; constitutional monarchy, two times of emperorship, restoration of the monarchy, and five times of Republic were conducted in the French which had been governed with absolute monarchy till French Revolution. These political regime attempts gave rise to many coups and revolutions, The political life of the French had followed an inconsistent path most of the time. The insight and values of each political regime had been different, therefore, this led to a change in political legitimacy criteria with each conducted regime. In this regard, although the political legitimacy criteria had been altered radically before and after French Revolution, old and new political legitimacy criteria coexisted during the restoration of monarchy and emperorship. But during the Republic eras, old legitimacy symbols, monarchy, religion, and feudality were attempted to be eliminated, and new legitimacy criteria to be established. The Republic regime settled along with the third republic era in France which had been through many political regime attempts, and the old legitimacy criteria lost their significance.
In this paper, firstly the legitimacy criteria that existed before French Revolution will be analyzed, and the changes that occurred in these criteria with the French Revolution and new legitimacy criteria will be discussed. How the perception of legitimacy has transformed with each political regime and the position of political regimes according to the old and new legitimacy criteria will be studied by analyzing the political regime changes in France after the revolution.
