Abstract
Sosyal güvenlik reformu Türkiye’de 1990’lı yılların ortasından itibaren gündeme gelmeye başlamıştır. Reform için farklı nedenler ortaya konmuştur. Bu nedenlerin bir kısmı parametrik değişkenlere ilişkinken bir kısmı paradigma değişimine ilişkindir. Özellikle daha önce sıklıkla başvurulan erken emeklilik uygulamaları, idari işleyişe ilişkin problemler reform için temel nedenler olarak sayılmıştır. Bununla birlikte reform konusunda Türkiye’nin 1980’den sonra gösterdiği uluslar arası ekonomiye entegrasyon yolundaki sistemli değişiminin de etkisi olmuştur. Bu çalışmada Türkiye’de sosyal güvenlik reformlarının nedenleri ve yapılış yöntemlerine ilişkin tartışmalara yer verilmiştir. Özellikle bir politika yapım aracı olarak sosyal diyalogun ne oranda kullanıldığı değerlendirilmiştir.

Abstract
Social security reform agenda began to arrive in Turkey in the mid-1990s. Different reasons arose for the reform. Some of these reasons are related to parametric variables, some of them are related to paradigm change. In particular, early retirement practices, which were frequently used before, and problems with administrative functioning were cited as the main reasons for the reform. However, a systematic change in the way of reforms for Turkey's integration into the international economy since then has been in effect since 1980. In this study, it is given to the debate on the causes and methods of construction of the social security reform in Turkey. In particular, the extent to which social dialogue is used as a policy making tool has been evaluated.
