Abstract

Çağdaş toplum yapısının katılımcı demokratik unsurlarını en rahat görebileceğimiz alanlardan biri kentlerdir. Kentsel gündeme dair konularda bilgi sahibi olmak, fikir beyan etmek, görüş ve önerilerde bulunmak demokrasinin gereği olarak kabul edilebilir. Nüfusun önemli bir kısmını oluşturan kadınların siyasi ve toplumsal sürece ne kadar katılabildikleri tartışma konusudur. Tarihsel açıdan ülkemizde kadınların siyaseten seçilme ya da oy kullanma hakları dünya genelinde ön sıralardadır. Ancak karar alma mekanizmalarındaki varlıkları istenilen düzeye gelememiştir. Bu çalışma kadınların yerel siyasette yer alabilme durumunu irdelemektedir. Kentsel siyasete dair kavramsal inceleme sonrası, kadınların belediye meclislerindeki varlığı ele alınmaktadır. Zonguldak ve ilçeleri belediye meclislerinde bulunan kadın üye sayıları incelenmiştir. Toplumsal cinsiyet eşitliği sürdürülebilir kalkınma amaçları arasında yer alan son derece önemli bir konudur. Kamu hizmetlerinin planlama ve uygulama süreçlerinde kadınların söz hakkının varlığı toplumsal cinsiyet eşitliğine güç katacak bir unsurdur. Kadınsal bakışın kentlerde sürdürülebilirlik ve yaşam kalitesini artırmada etkili olabileceği yönler olabilecektir. Bu nedenle belediye meclislerinde kadın varlığının artırılması konusunun ele alınması eşitsizlikleri azaltan, kapsayıcı yerel yönetim modeline ışık tutacaktır.

Abstract

Cities are one of the areas where we can see the participatory democratic elements of the contemporary social structure most easily. It can be regarded as a requirement of democracy to have information, to express opinions, to make opinions and suggestions on issues related to the urban agenda. Women make up a significant portion of the population. However, they cannot participate sufficiently in the political and social process. In our country, women's rights to be elected politically or to vote are at the forefront in the world. However, their presence in decision-making mechanisms could not reach the desired level. This study examines women's participation in local politics. After the conceptual analysis of urban politics, the presence of women in municipal councils is discussed. The number of female members in the municipal councils of Zonguldak and its districts was examined. Gender equality is an extremely important issue that is among the sustainable development goals. The existence of women's voice in the planning and implementation processes of public services is a factor that will strengthen gender equality. There may be aspects in which a feminine perspective can be effective in increasing the sustainability and quality of life in cities. Therefore, addressing the issue of increasing the presence of women in municipal councils will shed light on the inclusive local government model that reduces inequalities.
