Abstract
Sosyal bilimciler genellikle güvenlik kavramı ile ilgili çalışmaları, geleneksel bakış açısıyla değerlendirmektedir. Ancak modern topluma geçişle birlikte pek çok paradigmada olduğu gibi, güvenlik kavramı ve algısında da bir takım değişiklikler yaşanmıştır. Geçmişte güvenlik konusuna ve alanına giren yöntem, teknik ve olanaklar günümüzde çok farklı bir boyuta ulaşmıştır. Bunun neticesi olarak güvenlik tanımlarının da, evrensel kriterlerle yeniden incelenmesi gerekmektedir. Bu nedenle, çalışmada; güvenlik alanına etki eden farklı ve karmaşık faktörlerin doğru tespit edilerek incelenmesi amaçlanmıştır. Uluslararası ilişkilerde kabul edilen güvenlik kavramına yönelik paradigmaların altı çizilerek, evrensel kriterlerin güvenlik anlayışında ne derece farklılaştığı ortaya konulmuştur. Çalışmada dokuman tarama modeli ve göstergebilimsel analiz yöntemleri içerik analizi ile birlikte işlenmiştir. Güvenlik kavramı; uygulanan politikaların bir sonucu olarak kabul edilmesi bakımından, yeni bir bakış açısı ile ele alınmıştır. Çalışma sonuçlarına göre, politika ve güvenlik kavramları arasında güçlü bir bağın olduğu sonucuna varılmıştır. Buna ilave olarak yine çalışma sonuçları, evrensel kriterlere göre güvenlik anlayışının pragmatik ve oportünist bir biçimde ele alındığını ortaya koymaktadır.

Abstract
Social scientists generally evaluate the work related to the concept of security with a traditional perspective. On the other hand, with the transition to modern society, as in many paradigms, there have been some changes in the concept and perception of security. In the past, the methods, techniques and facilities that entered the field of security and the field have reached a very different level today. As a result of this, the security definitions must be re-examined with universal criteria. Therefore, in this study, it is aimed to examine the very complex factors affecting the security area. In this study, the paradigms related to the concept of security accepted in international relations have been underlined and it has been revealed how the universal criteria differ in security concept. In the study, document scanning model and semiotic analysis methods were processed together with content analysis. In the study, the concept of security has been considered with a new perspective in order to be accepted as a result of the policies implemented. According to the results of the study, there is a strong link between the concepts of policy and security. In addition, the results of the study show that the concept of security according to the universal criteria is considered pragmatic and opportunistic.
