Abstract
Mahalli idareler halka en yakın birimler oldukları için yerel hizmetlerin aktarılmasında birinci derece sorumludurlar. Özellikle mahalli idare birimi olan belediyelerin görevleri il özel idareleri ve köylere göre daha kapsamlıdır. Belediye kanununda, belediyelere verilen hizmetlerden birisi olan “atık” hizmeti belediyeler tarafından yerine getirilmektedir. Bu çalışmada atık mevzuatına, büyükşehir belediyelerinin mevzuatta yer alan katı atık ile ilgili görev ve sorumluluklarına yer verilmiştir. Çalışmada büyükşehir ve büyükşehir ilçe belediyelerinin, Türkiye İstatistik Kurumunun 2022 yılı atık istatistikine ait verilerinden faydalanılarak karşılaştırılmalı analizi yapılarak çıkarımlarda bulunulmuştur. Büyükşehir belediyelerinde toplam 24.780.352 ton atık toplanırken, ülke genelinde 30.283.757 ton atık toplanmıştır. Büyükşehir belediyelerinin toplam kişi başı günlük toplanan ortalama atık miktarı 0,98 kg iken, ülke genelindeki belediyelerde kişi başı günlük toplanan ortalama atık miktarı 1,03 kg olarak görülmektedir. Büyükşehir ve büyükşehir ilçe belediyelerinde atık hizmeti veren belediye sayısı 549’dur. Büyükşehir ve büyükşehir ilçe belediyelerinde toplanan 24.780.352 ton atığın %90,44’ü atık işleme tesislerine, %9,03’ü belediye çöplüklerine gönderilmiştir. Bu atıkların %0,57’si ise diğer bertaraf yöntemleri kullanılarak bertaraf edilmiştir.

Abstract
Since local administrations are the units closest to the people, they are primarily responsible for the transfer of local services. In particular, the duties of municipalities, which are local administration units, are more comprehensive than those of special provincial administrations and villages. "Waste" service, which is one of the services given to municipalities in the municipal law, is fulfilled by municipalities. In this study, waste legislation and the duties and responsibilities of metropolitan municipalities regarding solid waste in the legislation are included. In the study, a comparative analysis of metropolitan and metropolitan district municipalities was made using the data of the Turkish Statistical Institute's waste statistics for the year 2022 and conclusions were made. While a total of 24,780,352 tons of waste was collected in metropolitan municipalities, 30,283,757 tons of waste was collected across the country. While the average amount of waste collected per person per day in metropolitan municipalities is 0.98 kg, the average amount of waste collected per person per day in municipalities across the country is 1.03 kg. The number of municipalities providing waste services in metropolitan and metropolitan district municipalities is 549. Of the 24,780,352 tons of waste collected in metropolitan and metropolitan district municipalities, 90.44% was sent to waste processing facilities and 9.03% to municipal dumps. The remaining 0.57% of this waste was disposed of using other disposal methods.
