Abstract
Bu araştırmanın amacı halk eğitim merkezlerinin pandemi öncesi ve sonrasındaki durumunu ve etkilenmelerini incelemektir. Araştırmanın evreni Diyarbakır Bağlar Halk Eğitim Merkezinde 2018 ve 2022 yılları arasında açılmış ve tamamlanmış kurslardan oluşmaktadır. Araştırmanın örneklemi amaçlı örneklem stratejilerinden ölçüt örnekleme yöntemi ile belirlenmiştir. Nitel araştırma yaklaşımının benimsendiği bu çalışmada doküman incele yöntemi kullanılmış olup veriler betimsel analiz yöntemleriyle analiz edilmiştir. Betimsel analizler sonucunda ulaşılan bu veriler, halk eğitim merkezlerinin pandemi öncesi ve sonrasındaki durumlarını ve etkilenmelerini göstermekte ve araştırmanın amacına ulaşmak için kullanılmıştır. Yapılan analizler sonucunda bireylerin en çok Kişisel Gelişim ve Eğitim kurslarına yöneldiği görülürken son yıllarda yöresel ekonomik faaliyetlere yönelik kurslara yönelimlerin olduğu görülmüştür. Kurslara devam konusunda kadın katılımcıların oranının erkek katılımcılara oranlarından daha yüksek olduğu görülürken, kurs sürelerinde kadın katılımcıların tercihinin kısa süreli kurslardan yana olduğu görülürken erkek katılımcıların tercihlerinin uzun süreli kurslardan yana oldukları görülmüştür. Pandemi öncesi ve sonrası kurs oranlarında pandemi öncesi dönemde kurs sayısının daha fazla olduğu ve kadın katılımcı sayısının her dönemde daha fazla olduğu sonuçlarına ulaşılmıştır. Pandemi yılı olarak bilinen 2020 yılında tüm kurs alanlarında düşüşler görülürken pandemiden sonraki yıllarda Din Eğitimi kurslarında yüksek artışların olduğu ve bu artışın pandemiden önceki yıllardan da fazla olduğu görülmüştür. Sonuç kısmında tüm bulguların değerlendirmeleri yapılmış olup önerilere yer verilmiştir.

Abstract
The aim of this study is to examine the situation and impacts of public education centers before and after the pandemic. The population of the study consists of the courses opened and completed between 2018 and 2022 in Diyarbakır Bağlar Public Education Center. The sample of the study was determined by criterion sampling method, one of the purposeful sampling strategies. In this study, in which qualitative research approach was adopted, document analysis method was used and the data were analyzed with descriptive analysis methods. These data obtained as a result of descriptive analysis show the situation and effects of public education centers before and after the pandemic and were used to achieve the purpose of the research. As a result of the analyzes, it was observed that individuals mostly turned to Personal Development and Education courses, while in recent years, there have been trends towards courses for local economic activities. While it was observed that the rate of female participants was higher than the rate of male participants in terms of course attendance, it was seen that the preference of female participants was in favor of short-term courses while male participants were in favor of long-term courses. In the course rates before and after the pandemic, it was concluded that the number of courses was higher in the pre-pandemic period and the number of female participants was higher in each period. While there were decreases in all course areas in 2020, which is known as the pandemic year, it was observed that there was a high increase in Religious Education courses in the years after the pandemic and this increase was higher than the years before the pandemic. In the conclusion section, all findings are evaluated and recommendations are given.
