Abstract
Enerji, taşıdığı önem nedeniyle verimli kullanılması gereken ve dış politikadan ekonomiye kadar birçok konuyu doğrudan etkileyen stratejik bir konudur. Dışa bağımlılık oranının yüksek düzeyde olması, Türkiye’de enerjiyi hem özel hem de kamu sektörü açısından incelenmeye değer kılmaktadır. Bu çalışmada, kamuya bağlı sekiz enerji işletmesinin finansal performansının TOPSİS yöntemiyle incelenmesi amaçlanmıştır. İşletmelerin 2016-2020 yılları arasındaki finansal tabloları incelenerek başarı sıraları tespit edilmiştir. Borsa İstanbul’da işlem gören enerji şirketleri üzerine yapılan pek çok çalışmaya rastlamak mümkün ise de kamuya ait enerji işletmeleri üzerine yapılan çalışma sayısı oldukça azdır. Çalışma, literatürdeki bu eksikliği gidermek amacıyla ele alınmıştır. Yapılan analiz kapsamında öncelikle değerlendirme kriteri olan finansal oranlar belirlenmiştir. Bu amaçla; likidite oranları, faaliyet oranları, mali yapı oranları ve kârlılık oranlarına ait toplam on adet rasyo kullanılmıştır. Daha sonra alternatif işletmeler ve değerlendirme kriterleri ile ilgili karar verme matrisi oluşturulmuştur. TOPSİS yöntemine ait aşamalar uygulanarak elde edilen işletme puanları tek bir performans puanına çevrilmiş ve başarı sıralaması yapılmıştır. Finansal performansın tespitine yönelik iki farklı model geliştirilmiş ve birinci modelde, 2016-2020 yılları arasında işletmelerin birbirlerine göre başarı sıralaması incelenmiştir. İkinci modelde ise söz konusu işletmelerin yıllar itibariyle kendi içindeki başarısı irdelenmiştir. Beş yıllık verilerin incelendiği listede en iyi performansa dört yıl boyunca Eti Maden İşletmeleri (ETİ MADEN) bir yıl ise Elektrik Üretim A.Ş. (EÜAŞ) ulaşmıştır.

Abstract
Energy is a strategic issue that needs to be used efficiently due to its importance and directly affects many issues from foreign policy to the economy. The high level of foreign dependency makes energy worth examining in terms of both private and public sectors in Turkey. In this study, it was aimed to examine the financial performance of eight public energy enterprises with the TOPSIS method. The order of success was determined by examining the financial statements of the enterprises between the years 2016-2020. Although it is possible to come across many studies on energy companies traded in Borsa Istanbul, the number of studies on public energy enterprises is very low. The study is handled in order to fill this gap in the literature. Within the scope of the analysis, primarily financial ratios, which are the evaluation criteria, were determined. For this purpose, a total of ten ratios of liquidity ratios, activity ratios, financial structure ratios and profitability ratios were used. Then, a decision-making matrix about alternative businesses and evaluation criteria was created. The business scores obtained by applying the stages of the TOPSIS method were converted into a single performance score and success ranking was made. Two different models were developed for the determination of financial performance. In the first model, the success ranking of the enterprises between the years 2016-2020 was examined. In the second model, the success of the enterprises over the years was examined. ETİ MADEN achieved the best performance for four years, and EÜAŞ for one year, in the list in which five-year data were analyzed.
