Abstract
Bu çalışmada, sürdürülebilir yerel kalkınmanın yeni yerel aktörlerinden biri olan kent konseylerinin üstlendiği vizyon, misyon ve strateji vurgulanmış olup, özelde kente sahip çıkmada kollektif bir ruh inşası olan; Şanlıurfa Kent Konseyinin çalışmaları ve kente olan katkısı analiz edilmiştir. 30 Kasım 2017 tarihinde yapılan toplantıda iki öncelikli hedef belirlenmiş olup, bunlar şehir ve şehirde yaşayan insanlarla ilgili hususların savunuculuğunu yapmak ve arzulanan bir şehir olmak için çalışmalar yapmaktır. Bu bağlamda Şanlıurfa Kent Konseyinin sürdürülebilir yerel kalkınma açısından güçlü yönleri, dezavantajlı gruplara yönelik projelerin varlığı, belediye ve diğer kamu kurum ve kuruluşların desteği, halkın şehrin sorunlarına duyarlı olması, üyelerin yapılan çalışmalara aktif katılım göstermesi iken, alınan kararların tavsiye niteliğinden olmasından dolayı yaptırım gücünün olmaması ve konseyin kendisine ait bir bütçesinin olmaması zayıf yönleri olarak tespit edilmiştir.

Abstract
In this study, the vision, mission and strategy undertaken by the city councils, which are one of the new local actors of sustainable local development, are emphasized, and in particular, a collective spirit building in protecting the city; The works of Şanlıurfa city council and its contribution to the city were analyzed. At the meeting held on November 30, 2017, two priority targets were determined, which are to advocate for issues related to the city and its people, and to work towards becoming a desirable city. In this context, the strengths of the Şanlıurfa city council in terms of sustainable local development, the existence of projects for disadvantaged groups, the support of the municipality and other public institutions and organizations, the public's sensitivity to the problems of the city, the active participation of the members in the work done, the lack of sanction power due to the advisory nature of the decisions taken and the council's lack of a budget of its own has been identified as its weakness.
