Abstract
Kıssalar nâzil olduğu topluma ideal davranış örneği sunar; geçmiş ümmetlerde inkârcıların durumlarını haber vererek muhataplarını uyarır; özel ve etkileyici anlatımlarla muhatapların ibret almasını, durup düşünmesini önerir. Öte yandan peygamberlerin tebliğ mücadelelerini mevzubahis etmeleri yönüyle birtakım usûl ve ilkeler öğretir. Hz. Süleyman-Belkıs kıssasında da bu tür ilkeler mevcuttur. Bu çalışmada, kıssada mevzubahis edilen her iki karakterin de hükümdar olmaları sebebiyle siyâsî yönleri ele alınmıştır. Özellikle Hz. Süleyman’ın peygamberlik görevini bu arka plan dâhilinde nasıl yerine getirmeye çalıştığı anlaşılmaya çalışılmıştır. Bu husus Hz. Peygamber’in davet metotlarıyla ilişkilendirilmiş, benzerlikler ve farklılıklara değinilmiştir. Peygamberlerin davet üslûplarından örnekler sunulmuştur. Buradan hareketle davette üslûbun önemine işaret edilerek bu hususa dair üslûp ve ilkeler çeşitli yönleriyle ele alınmıştır. Hz. Süleyman-Belkıs kıssası bizim açımızdan siyâsî ilkeler ağırlıklı bir içeriğe sahiptir. Bunun yanında farklı davet üslûbu ve ilkelerle ilişkilendirebilme olanağı bakımından da önemli bir içeriğe sahiptir. Hz. Süleyman’ın diğer peygamberlerden farklı olarak hayvanlara hükmeden bir özelliği olması, onları istediği şekilde yönlendirebilmesi ve gerektiğinde kendisi gibi bir insan olan kişiyle iletişimde kullanması bu farklılığa bir örnektir. Girişle birlikte altı başlıktan oluşan bu çalışma, Hz. Süleyman-Belkıs kıssasından siyâsî iletişim öğretisine yönelik olarak çıkartılabilecek olan ilke ve prensipleri tespit etmeyi amaçlamaktadır

Abstract
The parables present an example of ideal behavior to the society to which it was revealed; warns his interlocutors by informing about the situation of the deniers in the past ummahs; He recommends that the interlocutors take a lesson and stop and think with special and impressive expressions. n the other hand, it teaches some methods and principles in terms of talking about the prophets' struggles to convey. There are also such principles in the story of Suleyman-Belkıs. In this study, the political aspects of both characters in the story are discussed, since they are rulers. Especially, It has been tried to understand how Sulayman tried to fulfill his prophetic duty within this background. This matter, It has been associated with the invitation methods of the Prophet Muhammed, and the similarities and differences have been mentioned. Examples of the invitation styles of the prophets are presented. From this point of view, the importance of style in the invitation was pointed out and the style and principles related to this issue were discussed in various aspects. For us, the story of Suleyman-Belkıs has a weighted content on political principles. In addition, it has an important content in terms of the possibility of associating it with different invitation styles and principles. An example of this difference is that, unlike the other prophets, Suleyman had a characteristic of dominating animals, being able to direct them as he wished, and using them in communication with a human being like him when necessary. This study, which consists of six titles together with the introduction, It aims to determine the principles and principles that can be derived from the story of Suleyman-Belkıs for the teaching of political communication.
