Abstract
Tarihi kent merkezleri, kentin oluşumunu ve geçmişteki kültür kalıntılarını tarihi süreç içerisinde sergileyen, yeniden üretilemeyen ve kentin kimliğini yansıtan önemli odak noktalarıdır. Kentlerimizde hızlı nüfus artışıyla birlikte kentsel alanların sınırlarının genişlemesi kentsel fonksiyonların da farklılaşmasında önemli bir etmen olmuştur. Kentlerde yaşanan bu hızlı değişimden en çok etkilenen kent parçası ise tarihi kent merkezleridir. Günümüzde tarihi kent merkezlerinin canlandırılmasına ve mekan kalitesinin iyileştirilmesine yönelik çalışmalar hız kazanmakla birlikte bu alanlara yönelik planlama ve uygulama sorunları artmaktadır. Bu sorunlar içerisinde, özellikle ulaşımdan kaynaklanan sorunlar mekan kalitesinin düşmesine ve kullanıcı memnuniyetinin azalmasına sebep olmaktadır. Özellikle, tarihi kent merkezlerinde ulaşım sorunlarının çözümü için benimsenen geleneksel ulaşım yaklaşımları, yeni taşıt yollarının açılması ya da mevcut taşıt yollarının genişletilmesi şeklinde olmakta, bu yaklaşımlar ise tarihi kent merkezinde taşıt hacmini ve taşıt hızını artırmakta, trafik güvenliğini ve sürdürülebilir kentsel gelişmeyi olumsuz etkileyerek kullanıcı memnuniyetinin azalmasına sebep olmaktadır. Oysa ki; tarihi kent merkezlerinde ulaşım sorunlarının çözümüne yönelik gerçekleştirilen uygulamaların kent geneline hitap eden ve kullanıcılarının kent ile bütünleşmesine imkan sağlayan bir özellik taşıması için geleneksel ulaşım planlamasının aksine kullanıcının talep, sorun ve gereksinimlerini önceliğe alan yeni yöntemler uygulanmalıdır. Bu doğrultuda çalışmada; Konya Tarihi Kent Merkezi örnekleminde, tarihi kent merkezlerinin kullanımına yönelik sorunların belirlenmesi, ulaşımdan kaynaklanan sorunların çözümüne yönelik stratejilerin geliştirilmesi amacıyla kent halkının ulaşım düzenlemelerinin kullanım sonrası değerlendirilmesi hedeflenmiştir. Örneklem alanda ulaşıma yönelik uygulanan düzenlemelerinde yaşanan sorunların belirlenmesi ve kullanım sonrasının değerlendirilebilmesi için örneklem alanda 2007 ve 2016 yıllarında sistematik gözlemler yapılmış, alan kullanıcılarına anket uygulanmıştır. Her iki yılda yapılan gözlemler ve elde edilen anket bulguları karşılaştırılarak alanın ulaşımdan kaynaklı sorunlarının azaltılması ve alanı kullananların memnuniyetinin arttırılmasına yönelik öneriler geliştirilmiştir.

Abstract
Historical city centers are important focal points that exhibit the formation of the city and the cultural remains of the past within the historical process, which reflect the identity of the city and cannot be reproduced. With the rapid population growth in our cities, the expansion of the boundaries of urban areas has been an important factor in the differentiation of urban functions. The part of the cities that is most affected by this rapid change has been the historical city centers. Although today, the efforts to revitalize historical city centers and improve the quality of space are gaining momentum, planning and implementation problems for these areas are increasing. Among these, especially the problems caused by transportation result in the decrease in the quality of the space and the user satisfaction. Especially, traditional transportation approaches adopted for the solution of transportation problems in historical city centers are in the form of opening new vehicle routes or widening existing vehicle roads, and these approaches increase the traffic volume and vehicle speed in the historical city center, which negatively affects traffic safety and sustainable urban development and user satisfaction. However, instead of traditional transportation planning, new methods that prioritize the demands, problems and needs of the user should be applied in order to ensure that the applications carried out for the solution of transportation problems in historical city centers appeal to the whole city and allow the users to integrate with the city. Accordingly, the present study aims at offering a post-use evaluation of the transportation arrangements of the people of the city in the sample of Konya Historical City Center in order to determine the problems related to the use of historical city centers and to develop strategies for solving the problems resulting from transportation. Systematic observations were carried out in the sample area and a questionnaire was applied to the users of the area in years od 2007 and 2016 in order to determine the problems experienced with the regulations applied for transportation and to offer a post-use evaluation of the sample area. By comparing the observations and the findings of the survey conducted in both years, suggestions to reduce the transportation problems of the area and to increase the satisfaction of the users of the area were proposed.
