Abstract
Türkiye’de ve dünyada, doktor muayenesinin belirlenmiş standartları bulunmaktadır. Bu standartlar, gereksinimlere ilgili mevzuata ve etik kodlara göre belirlenmektedir. Uzaktan görüntülü aramalar ile yapılan muayenelerin bu standartlara ve kodlara uygunluğu halen tartışılmaktadır. Ancak teknolojideki gelişmeler ve pandemi gibi zorunluluklar fiili bir durum yaratmıştır. Şimdi artık tele-tıp olarak adlandırılan bu muayene türü pek çok hastanenin verdiği bir hizmet haline gelmiştir. Bu konudaki tartışmalar sürerken, klinikte muayene olan bireylerin ellerindeki tanı, teşhis, tıbbi tahlil ve görüntülemeleri olduğu halde ikinci bir hekime daha danışma ihtiyacının da tele-tıp yöntemleriyle yapılması konuşulmaya başlamıştır. İkinci bir doktora danışmak isteyen bireylerin, birinci muayenelerini de tele-tıp yöntemleriyle yapmış olması da muhtemeldir. Bir konuda ihtiyaç varsa çözüm de doğal olarak pazarda yerini alacaktır. Ancak tıpkı tele-tıp konusunda olduğu gibi bu konuda da bazı tartışmalar ortaya gelmiştir. Mesela tele-tıp görüşmelerinde hasta-doktor mahremiyeti nasıl sağlanacak, tele-tıp muayenesi fiziksel bir muayenenin yerini tutar mı, tarifeler nasıl olacak gibi sorular cevaplanmalıdır. Bu makalede yeni gelişen teknolojiler, pandemi gibi koşullarda ortaya çıkan zorunlulukların etkisi ve mevzuat çerçevesinde gelişen fiili duruma uygun bir çözüm önerisi getirilmiştir.

Abstract
In Turkey and in the World there are set standards for doctor (physicians) examination. These standards are determined according to requirements, relevant legislation and ethical codes. Compliance of inspections made by remote video calls with these standards and codes are still under discussion. However, developments in technology and necessities such as pandemics have created a de facto situation. This type of examination, now called tele-medicine, has become a service provided by many hospitals. While the debate on this issue continues, it has begun to be discussed that the individuals who are examined in the clinic have diagnosis, medical analysis and imaging, but the need to consult a second physician with tele-medicine methods. It is also possible that individuals who want to consult a second doctor have also done their first examinations with telemedicine methods. If there is a need for a matter, the solution will naturally take its place in the market. However, just as on the subject of tele-medicine, some discussions have arisen on this issue. For example, questions such as how will patient-doctor privacy be ensured in telemedicine interviews, will telemedicine examination replace a physical examination, and what will be the tariffs should be answered. In this article, a solution has been proposed in accordance with the actual situation developing within the framework of the legislation and the effects of the necessities arising under the conditions such as new developing technologies, pandemics.
