Abstract
Bilgi ve İletişim Teknolojilerinde (BİT) yaşanan gelişmeler bir yandan bireylerin günlük hayatlarını kolaylaştırarak, değiştirip dönüştürürken, diğer yandan toplumsal yapıda da köklü değişimler meydana getirmiştir. Bilgisayar, internet ve akıllı mobil uygulamalar günlük hayatlarının bir parçası haline gelen bireyler ve ilişki biçimleri değişirken, bunların oluşturduğu toplumsal yapı da değişmektedir. Böylece sosyal, siyasal, ekonomik, finansal, yönetsel ve kültürel alanlarda hızla değişip dönüşen bir süreç ortaya çıkmıştır. BİT’lerde yaşanan bu değişim ve dönüşüm beraberinde yeni kavramlar da getirmiştir. Bu kavramlardan biri de bilgi toplumu kavramıdır. Bilginin gittikçe daha çok önem kazandığı, rekabetin küresel hale geldiği bir toplumsal yapıyı ifade eden bilgi toplumunda, artık herkesin kendi sosyal, ekonomik, politik ve kültürel gelişimi için sürekli olarak bilgiye erişmesi ve bilgiyi etkin bir şekilde kullanması bir zaruret haline gelmiştir. Bilgiyi etkin bir şekilde kullanan toplumlar da hem refah seviyelerini arttırmakta hem de bu yeni toplumsal yapıyı istedikleri şekilde yönlendirmekteler.

Abstract
Developments in Information and Communication Technologies (ICT), while facilitating, changing and transforming the daily lives of individuals, brought also radical changes in the social structure. While the computers, the internet and smart mobile applications have become a part of their daily lives, the relationship and the social structure change too. Thus, a process that has rapidly changed and transformed in the social, political, economic, financial, administrative and cultural fields has emerged. This change and transformation in ICTs brought also the use of new concepts. One of these new concepts is the knowledge society. In the knowledge society, which expresses a social structure in which knowledge becomes more and more important and competition becomes global, it is now a necessity for everyone to access and use information and knowledge effectively for their social, economic, political and cultural development. Communities that use information and knowledge effectively can increase their welfare and lead this new social structure as they wish.
