Abstract
Günümüz ekonomilerinin en önemli sorunlarından biri ülke bütçelerinin vermiş olduğu kamu açıklarıdır. Bütçe açıklarının oluşmasının temel nedeni devletin gelirlerinin, yapmış olduğu harcamaları finanse edemeyecek seviyede olmasıdır. Bütçe açıklarını kendi kaynaklarıyla finanse edemeyen ekonomiler iç ve dış borçlanmaya yönelmekte, bu durumda devletin üzerindeki borç yükünde (faiz artı anapara) artış meydana gelmesine neden olmaktadır. Kamu borçları zamanında ödenemediği durumlarda bu borçların finansmanı için devlet yeniden borçlanma yoluna gitmekte ve bu yol ile mevcut borçlar kapatılırken yerine yeni borçlar geçmektedir. Bu çalışmada, Türkiye ekonomisinin geride bıraktığımız son on yıl içerisinde kamu borç durumunda meydana gelen değişimler incelenmiştir.

Abstract
One of the most important problems of today's economies is the public deficits given by the national budgets. The main reason for the budget deficits is that the state's revenues are at a level that cannot finance the expenditures they have made. Economies that cannot finance their budget deficits with their own resources tend to domestic and foreign borrowing. In this case, an increase in the debt burden on the government(interest plus capital) causes an increase. In the event that public debt cannot be paid on time, the state is re-borrowed for financing these debts, and new debts are passed instead of closing current debts. In this study, changes in the state of public debt in the last decade we left behind Turkey's economy has been examined.
