Abstract

Mondros Ateşkes Antlaşmasıyla Türklerin elinden her şeyleri alınıyordu Antlaşmanın 7. Maddesi ile İtilaf Devletleri, güvenliklerini tehdit edecek durumla karşılaştıkları takdirde, işgal etmedikleri yerleri işgal altına alacaklarını pekiştirmişlerdi. Bu bölgelerin Türk Olmayan unsurları güvensizlik ve Türk zulmü altında olduklarını kışkırtıcı telgraflarla ilan ederek işgal davetçisi rolünü oynamışlardır. İşgalci devletlerde bu çağrıya gönülden katılmışlardır. Özellikle İngilizler, Osmanlı ülkesindeki Rum, Ermeni, Arap, Kürt gibi unsurları hem birbirinden çeşitli vaatlerle ayırmak, hem de Türkler aleyhinde birleştirerek kışkırtmak için büyük çaba harcamışlardır. İşgalcilerin dayandıkları gerekçeler Türkler aleyhindeki klasik suçlama kampanyasına dayandırılmıştır. Buna göre önce Türkler uygar değildirler, sonrada, özellikle jön Türk olarak adlandırdıkları ittihatçılar, ülkeyi uzun dertlere ve ıstıraplara boğmuşlardı. İstanbul Hükümeti Barış Konferansına sunduğu muhtıralarında bu görüşün ikinci kısmına, canı gönülden katılmıştır ve Birinci Dünya Savaşına girme sorumluluğunu İttihatçılar yüklemişlerdi. Fakat büyük bir Türk düşmanı ve Paris’teki “Onlar Konseyi’nin başı olan Fransız Başbakanı Georces Cleemenceau, bu tezi yeterli bulmamış, Türkleri tüm olarak sorumlu saymıştır. Ana problem, Osmanlı ülkesinin parçalanmasıydı. Türkler de topun ağzındaydılar. Galip Devletler batı uygarlığını temsil ettikleri iddiasında idiler: Kendileri dışında olanlar - savaşı yitirdikleri için olacak – uygar değildi. Hele, Osmanlı ülkesi içinde olanları yetiştirmek ve eğitmek gerekiyordu. Himaye ve manda formülleri bu amaçla ortaya atılmıştır. Türkler için Anadolu ortasında, küçük bir vatan haritası çizilmişti. Sevr Antlaşması bu yeni düzenin güvence belgesi olacaktı. 12 Ocak 1920’de İstanbul’da toplanan meclis, Misak-ı Milli kararı dışında kendini gösteremedi ve 16 Mart 1920’de İstanbul’un işgali ve Meclisin basılması üzerine çalışmasını durdurdu. 23 Nisan 1920’de TBMM.’nin açılışıyla politika merkezi Ankara’ya kaydı. Çünkü 18 Mart günü Rıza Nur ve arkadaşlarının bilinçli olarak verdikleri önerge üzerine Meclis kendi iradesiyle toplantılarını süresiz erteleme kararı aldı. Böylece, ileride başka şartlarda ve yerde kendini yeniden toplama imkânını hukuken elinde tutmuş oluyordu. Yeni toplantıya ve toplantı yerine geçişte bu karar bir meşruluk köprüsü oluşturacaktır. Önergenin ve kararın bir nedeni de Padişah’ın önüne geçmek, fesih imkânını bir yana itmek, Saray’ı Meclis’in geleceği konusunda söz sahibi olmaktan çıkarmaktı. Meclis-i Mebusan’ın almış olduğu faaliyetlerini tatil kararı, meşruluk köprüsünü daha da sağlamlaştırdı. Mebusan Reisi Celalettin Arif Bey’in olumlu tavrı ve Ankara’ya geçmesi, ibreyi kesin bir şekilde yeni girişim yönüne, yani Ankara’ya döndürdü. İstanbul’un işgalini öğrenir öğrenmez, Mustafa Kemal Paşa’nın ilk düşündüğü husus, Ankara’da bir meclis toplamak olmuştu. Bir yandan belli tedbirler alırken, bir yandan da, meclisin özelliği ve nasıl toplanacağı konusunda Ankara’da görüşülmekteydi. Çalışmalar uzun sürmedi. Toplanacak meclisin, bir “müessesani meclis” yani “kurucu meclis” olması kararlaştırıldı. Meclis üyelerinin seçiminin suretle yapılması ve bunu sağlamak için de seçim kanununa bağlı kalmadan seçimlerin pratik bir yolla sonuçlandırılması uygun görüldü. Fakat varılan kararları bir seçim emri şeklinde ilgililere bildirilmesinin mahzurları vardı. Bunun için, önce Kolordu Komutanlarının düşüncelerini öğrenmek isteyen Mustafa Kemal Paşa, “Aşağıda belirtilen suretin gerek esasının ve gerekse tatbikatının tasvip edildiğini veyahut değiştirilmesi uygun görülen noktaların yarın sabaha kadar bildirilmesini rica ederim ve yüksek muvafakatleri alındıktan sonra tamim edileceği maruzdur” kaydı ile “Suret” başlığı altında şu telgrafı yazdı.
