Amerika Birleşik Devletleri’nin Realizm ve İdealizm İkileminde Ortadoğu Politikası: Mısır ve Suriye Örnekleri

Abstract

Bu çalışmanın amacı, ABD’nin Ortadoğu politikalarında realist veya idealist değerleri, çıkarlarına göre tercih ettiğinin  ortaya konulmasıdır. Bu bağlamda ABD’nin realist ve idealist değerlerinin neler olduğu açıklanmış ve bölgesel izdüşümleri örneklerle izah edilmiştir. ABD, Arap Baharı sürecinde halk hareketlerinde Körfez Bölgesi’nde realist, diğer bölgelerde ise idealist tutum sergilemiştir. Benzer şekilde Mursi dönemi Mısır’ında halk hareketlerini desteklerken; Sisi döneminde, iktidar yanlısı politikalar izlemiştir. Hatta demokrasi karşıtı bir tutum olarak, Mursi’ye yönelik Sisi askeri darbesini desteklemiştir. Bu tercihlerin temel nedeni ise ABD’nin çıkarlarının uyumuyla ilgilidir.

ABD, çıkarlarının gerektirdiği durumlarda; çok taraflılık, barış, işbirliği, demokrasi, özgürlükler, insan hakları, uzlaşma ve diplomasi gibi idealist araçları ya da tek taraflılık, çevreleme, güç kullanımı, ambargo gibi realist araçları kullanmaktadır. ABD, Ortadoğu’da da olmak üzere, idealist ve realist değerlerin çatıştığı durumlarda, her zaman pragmatist politika izleyerek realist tutum içinde olmuştur. ABD’nin Ortadoğu politikalarının; İsrail’in güvenliği, bölgesel ve küresel aktörlerin bölgesel politikalarına dair güç dengesi, enerji güvenliği, ekonomik çıkarlar ve terörle mücadele üzerine kurulduğu görülmüştür.

Çalışmada ABD’nin Ortadoğu politikaları Arap Baharı sonrası Suriye ve Mısır örnekleri üzerinden analiz edilmeye çalışılmıştır. ABD’nin Mısır ve Suriye politikalarını incelemek üzere, Arap Baharı sürecindeki halk hareketleri ve iktidar mücadeleleri üzerine odaklanılmıştır. ABD’nin, Suriye ve Mısır’da  realist tercihlerinin ağır bastığı sonucuna ulaşılmıştır

Abstract

The aim of this study is to show that the USA prefers realist or idealist values in the Middle East policies according to their interests. In this context, the realist and idealist values of the USA are explained and their regional projections are explained with examples. In the Arab Spring process, the USA has shown realist in the popular movements in the Gulf Region and an idealist attitude in the other regions. Similarly, the Morsi period supported popular movements in Egypt; During the Sisi period, pro-government policies followed. USA even supported the Sisi military coup against Morsi as an anti-democratic attitude. The main reason for these preferences is the harmony of USA interests.

Where the United States requires its interests; it uses idealist tools such as multilateralism, peace, cooperation, democracy, freedoms, human rights, reconciliation and diplomacy, or realistic tools such as unilateralism, containment, use of force, embargo. USA, including the Middle East, when idealist and realist values conflict, it has always been a realist attitude by following the pragmatist policy. USA Middle East policies were found to be built on Israel's security, balance of power on regional policies of regional and global actors, energy security, economic interests and counterterrorism.

In this study, the Middle East policies of the USA were analyzed through the examples of Syria and Egypt after the Arab Spring. To examine the USA policies of Egypt and Syria, It focused on the popular movements and power struggles in the Arab Spring process. It is concluded that the realist preferences of the USA in Syria and Egypt outweigh.
