Şebinkarahisar Province, which had the status of a province until 1933, hosted Home Secretary Şükrü Kaya in 1929. This trip of Şükrü Kaya was organized one year after the letter revolution took place and the effects of the revolution in Anatolia were tried to be observed on site. On the other hand, this visit came across as long as the province was shaken by earthquakes, which had a difficult time. Home Secretary Şükrü Kaya visited Şebinkarahisar in order to determine the situation of the city and the neighborhood on site during these disasters. Şükrü Kaya determined the needs of the city during his stay in Şebinkarahisar, prepared reports and sent them to Ankara. In this study, the reports written by Şükrü Kaya during his visit to the city in 1929 were examined. When the reports in question were viewed with a holistic perspective, it was seen that Şükrü Kaya objectively expressed the facts of the city and presented the deficiencies to the most authorized person, the Prime Minister. While the most important issues of the city were listed in the report, city’s situation about education, the state of prosperity, the sanitary and judicial situation and the deficiencies in these areas were bravely revealed, and even complaints about the CHP organization and the governor of the period were included in the report. The reports written by the Home Secretary Şükrü Kaya are an important historical document that sheds light on the state of Şebinkarahisar that day. In addition, the fact that it is based on live observations of an important figure such as the Home Secretary is another factor that makes the report valuable
