Abstract


Evaluation Of Small County Closed Prisons In Turkey

As stated in the 2010 activity reports of the Ministry of Justice and the works started by the Directorate of Criminal and Detention Houses since 2006; It has been decided that small county prisons should be closed because education and improvement cannot be done properly forwhy they do not comply with international norms and their physical conditions and capacities are limited. However, the fact that the buildings that have not yet completed their structural lives and are intact, despite being neglected, caused the existence of many buildings that were allowed to decay and demolish despite being economically beneficial. In addition, these buildings can cause various injuries as they are in an idle and neglected state and they pose a danger because they are occupied by unwanted users. It is seen that the number of prisons, which were ruined or turned into idle due to not being re-functioned after being closed and emptied, is quite high. This shows that the studies and attempts made are insufficient. There are prison structures that have been closed and caused to become idle, or that can be evaluated before they become idle. The aim of the study is to draw attention and raise awareness for the future re-functioning of these prison structures, which have not completed their economic life and are intact. This study was carried out in the light of the activity reports published by the Ministry of Justice, the information of the prisons, whose news can be found on the internet, and the data obtained from the literature reviews. The annual reports of the Ministry of Justice published between 2006-2018 include the number, name, typology, type and location of the prisons closed annually. In the table created using the annual reports, the total number of prisons closed, which type of prisons were closed in which year, and in which province and geographical region were determined. As a result of the analysis of all data obtained, statistical inferences are made. In addition, the current status of the closed prisons was evaluated in the light of the data obtained from the news.
