Abstract


Features Of The Creation Of A Turist-Resource Cadastre: Foreign Experience And Development Prospects In Kazakhstan

This article examines the issues of creating a tourist-resource cadastre in Kazakhstan. The measures of using foreign experience in the development of the tourist cadastre are proposed. The identification of the existing tourist and recreational potential is by far not the most difficult task, since nowadays for almost any poorly developed territory there are arches of historical and cultural monuments, natural protected objects, there are detailed information about objects of social and cultural sphere - museums, hotels, restaurants, sanatoriums and recreation centers, etc. A more difficult aspect is the assessment of the available tourist and recreational potential. This paper proposes measures and proposals for the development of this issue. It should be noted that most of the regions are characterized by low density of accommodation of tourist and recreational facilities, their poor transport accessibility, poor physical condition and lack of complexity. To the territories, whose potential can be recognized as high, it is possible to attribute only to Almaty, South Kazakhstan, East Kazakhstan and Akmola regions, Almaty and Astana. In all regions there are features that make it difficult to use or worsen the quality characteristics, which means a reduction in its overall assessment. In Kazakhstan, since then, a comprehensive "inventory" of tourist resources has not been carried out, although radical territorial, structural, economic and administrative changes occurred in the borders of the former single tourist space. Only a local inventory of tourist territories and tourist resources in several regions of Kazakhstan was carried out within the framework of dissertational researches of different scientists. But the methodology of creating tourist cadastres is still vague. Development of investment projects for the development of tourism and investment attractiveness of tourist areas is impossible without the use of "fresh", operational and monitoring indicators and economic valuation of tourist resources. The basis for the development of national and regional tourism development programs should be the Single Cadastre of Tourist Resources of the Republic of Kazakhstan.
